Under the direction of the Chief Technology Officer, this role involves leading significant software technology development programs. The successful candidate will coordinate both internal and external resources to deliver technical solutions tailored to business needs, ensuring clear communication of status and outcomes to leadership, vendors, and staff. This position demands a deep understanding of data analysis, software development, project management, and strategic planning. This is a 3 year limited term assignment.
Key Responsibilities:
Manage all phases of the project lifecycle from inception to completion.
Lead project planning, define scope, objectives, timelines, and resource requirements.
Align project outcomes with strategic objectives.
Conduct proactive change management to address scope and objective changes.
Assess impacts of scope changes on deliverables, timelines, and budgets.
Ensure adherence to schedules and address potential delays.
Allocate and manage resources efficiently.
Develop and manage project budgets, ensuring cost-effectiveness.
Engage with stakeholders to understand requirements and manage relationships.
Advocate for company interests and values, especially with vendors.
Build and lead cross-functional project teams, fostering collaboration and motivation.
Identify and mitigate project risks, ensuring quality assurance and robust solutions.
Maintain comprehensive project documentation and status reporting.
Resolve conflicts and implement strategies to maintain a positive team dynamic.
Capture lessons learned to improve future project processes.
Stay updated with industry trends, regulations, and best practices.
Requirements:
Knowledge of:
Large-scale technology-based program and project management principles.
Various software development lifecycle methodologies, including Agile and Waterfall.
Tools supporting large-scale software development, including project schedules, status, DevOps, and requirements management.
Administrative principles, including goal setting and program evaluation.
California’s education system, education policy, and relevant regulations.
Ability to:
Work independently and collaboratively in a hybrid environment.
Address and resolve conflicts, fostering engagement and investment in outcomes.
Manage relationships with stakeholders, demanding quality results while ensuring mutual success.
Lead projects from requirements through deployment, including risk mitigation.
Report outcomes and risks, and escalate issues as necessary.
Plan, coordinate, and facilitate effective meetings.
Research, analyze, and write detailed reports.
Maintain high standards for written work and confidentiality.
Education & Experience:
Bachelor’s degree or higher in computer science, information technology, business administration, or related field.
Four (4) to seven (7) years of experience in project and program management of software development products.
Project Management and Software Lifecycle certifications (PMP, Agile Scrum Master) are desired.
