LHH Recruitment Solutions is partnering with a client to hire a Certified Payroll Specialist for a contract opportunity in Rocklin, California. In this role, you will be responsible for processing and managing payroll for our client’s employees while ensuring compliance with all applicable federal, state, and local labor laws, particularly in relation to prevailing wage requirements. This role requires a keen eye for detail, strong knowledge of certified payroll regulations, and a commitment to ensuring timely and accurate payroll processing. Ideally you will have previous experience in the construction industry focusing on contract work with government agencies, school districts, and public utilities.
PLEASE NOTE: All duties for this role are performed at the client's office in Rocklin, CA
Key Responsibilities:
Process and prepare certified payroll reports for union and non-union employees, ensuring compliance with federal, state, and local prevailing wage laws.
Review and verify timesheets, job classifications, and pay rates to ensure accurate pay and compliance.
Ensure that all certified payroll forms (e.g., WH-347, DIR Certified Payroll Forms) are completed and submitted accurately and on time.
Monitor and manage fringe benefit reporting and compliance with applicable collective bargaining agreements and prevailing wage requirements.
Maintain accurate records for audits, including prevailing wage rates, employee certifications, and other supporting documentation.
Respond to inquiries from government agencies, union representatives, and employees related to certified payroll.
Reconcile payroll discrepancies, investigate issues, and resolve payroll-related matters efficiently.
Prepare and submit necessary reports to the Department of Industrial Relations (DIR) and other relevant regulatory bodies.
Assist in preparing for and participating in audits related to payroll and prevailing wage matters.
Collaborate with the HR, accounting, and operations teams to ensure accurate and compliant payroll processing.
Stay up to date on changes to prevailing wage laws and other regulations that impact payroll processing.
Qualifications:
High school diploma or equivalent required; associate's or bachelor’s degree in accounting, business, or related field is a plus.
3+ years of experience in certified payroll processing, preferably in the construction industry.
In-depth knowledge of federal, state, and local prevailing wage laws and certified payroll requirements.
Strong understanding of payroll software systems (e.g., ADP, Paychex, or similar platforms).
Excellent organizational skills and attention to detail.
Ability to work independently and meet tight deadlines.
Strong written and verbal communication skills.
Ability to maintain confidentiality and handle sensitive information with professionalism.
Knowledge of union and non-union payroll processing is a plus.
Certified Payroll Professional (CPP) certification is preferred but not required.
Preferred Qualifications:
Previous experience in the construction industry or with public works projects.
Familiarity with California labor laws, particularly in construction and prevailing wage.
