The Municipal Property Assessment Corporation (MPAC), established in 1998, is composed of a team of experts who understand local communities and assess every property in Ontario. Their work provides the foundation that municipalities use to determine local property tax distribution needed to pay for the services used every day. MPAC is Ontario’s property market expert, responsible for valuing and classifying over 5.6 million properties across the province and building an accurate property inventory.


MPAC’s products and services are key for government programs, business decisions, and property transactions. Municipalities use MPAC assessments to power local investments in important services like emergency services, libraries, water, and roads. Their data also helps identify property changes and market trends in Ontario’s communities to inform decisions about future developments. With over 1,700 full-time employees geographically dispersed across Ontario and a sizable, unionized employee base, MPAC has been recognized as one of Greater Toronto’s Top Employers since 2020.

AN OPPORTUNITY TO LEAD COMMERCIALIZATION

As a non-profit corporation funded by its members, revenues generated through commercial activities offset costs to our partners and generate innovations that improve business operations. The EVP, Commercial and Client Solutions, is a pivotal leadership role, offering an exciting opportunity to shape and drive the future of MPAC's commercial ventures. This position will place you at the forefront of innovation, leading the charge in forming strategic partnerships that deliver exceptional property assessment insights and services. You will lead the Assessment Software as a Service solution, spearhead ongoing data sales opportunities, and oversee the development of custom software, professional services, and commercial endeavors. This role is ideal for a visionary leader who thrives on business development, sales, and the pursuit of groundbreaking commercial opportunities, while building strong relationships with MPAC’s partners and stakeholders.


Primary areas of focus include:


  • Executive oversight for the development, implementation, and commercialization of software products. Driving the company's growth and success by leading a talented team of software professionals, shaping the product roadmap, and ensuring the delivery of high-quality, market-leading software solutions.
  • Executive oversight for the provision of strategic data sales and marketing, opportunities for the Corporation in the private and public sectors, and development and implementation of new products in the market.
  • Executive oversight of the professional services practice to leverage the experience and expertise of MPAC in developing opportunities by providing property assessment consulting services in the domains of valuation, best practices, business processes as well providing outsourced assessment delivery and commercialized products

THE CANDIDATE


  • A proven strategic and inspirational leader with expertise in leading and executing change that drives business outcomes, enriches the employee experience, and ensures effective and timely client service delivery within a dynamic, complex operating environment of scope and scale
  • Significant leadership experience gained through years of progressively responsible operational and business development leadership roles
  • Experience developing software products/solutions and professional service capabilities and bringing these to market
  • Strong knowledge of market and economic factors that affect property values
  • Excellent oral and written communication, interpersonal and presentation skills to prepare and present reports to senior executives, Board of Directors and external audiences and to foster strategic relationships across the organization and with external stakeholders
  • Excellent political acuity to effectively manage contentious and complex issues
  • Excellent strategic planning skills, and ability to lead implementation of strategies
  • Effective planning and organizational skills to prioritize work, and allocate resources
  • Demonstrated leadership skills to coach, mentor and motivate teams
  • Strong research, analytical and problem-solving skills, to develop sound recommendations for changes to policies and procedures
  • Demonstrated ability to build strong partnerships and garner credibility and respect with multiple stakeholders
  • Self-directed with strong critical thinking skills and results orientation
  • Ability to formulate budget strategies with strong business acumen in understanding the key financial drivers and their dynamics
  • Excellent communication, presentation, facilitation, and interpersonal skills
  • Practical and pragmatic in style and approach
  • Completion of post-secondary education (university degree or college diploma) in a related field. Post graduate degrees would be considered an asset
  • Proficient in the use of the Microsoft Office suite of products and database applications
